Rafael Fernández Valverde

RAFAEL FERNÁNDEZ VALVERDE is Member of the General Council of the Judiciary (CGPJ), Magistrate of the Supreme Court of Spain and Member of the Environmental Justice Commission of the Ibero-American Summit.

Since 2003 he has been a magistrate of the Supreme Court, where he chairs the Planning and Environment Section of the Administrative Litigation Chamber.


Luis Armando Tolosa Villabona

LUIS ARMANDO TOLOSA VILLABONA is Magistrate of the Supreme Court of Justice of Colombia. Specialist in Constitutional Criminal Law, Commercial Law, Criminal Law and Criminology, Legal Procedural Institutions and Public Law, is also magister in Procedural Law and Models of Problematic Teaching.

He started his professional career as a trial lawyer (graduated from the Universidad Libre de Colombia). In the Judicial Branch, he worked as a Magistrate of the Civil Chamber of the Superior Court of the District of Riohacha and later of Tunja.


Maria Paulina Aguirre Suárez

MARÍA PAULINA AGUIRRE SUÁREZ is president of the National Court of Justice of the Republic of Ecuador and member of the Labor Chamber.
Doctor in Jurisprudence, lawyer and graduate in Social Sciences, Politics and Economics, graduated from the National University of Loja, superior specialist in Administrative Law by the Universidad Andina Simón Bolívar, higher diploma in Procedural Law, specialist in Civil Procedural Law and magister in Law Procedural Mention Civil Law by the Indoamerican Technological University.
